At first I thought it was some kind of skin disease but after taking a closer look I think it's a cupcake with confectioner's sugar on top.
powdered sugar or flour on top/bottom of a chocolate cake.

Sandpaper after sanding something white?
I'm going to guess it's spilled hot chocolate.

Looks to me like either cooldeck (you crazy Canadians probably have a different word for it!) or mineral makeup. Hmm.
Please tell us what it is! =o) Is it flour on bread? Powdered sugar on a cookie? Or salt on sand?=o)
